Если вы обновили установку phpbb с версии 2.0, функция хэширования паролей отличается. Я взял этот фрагмент из функций.php в phpbb (см.:GitHub) это все функции проверки и хэширования паролей с небольшим количеством в конце для вывода хэшированного пароля phpbb.

важная часть здесь заключается в том, что это не прямой MD5. Я взял класс C# из ссылки, предоставленной OP, и сделал этот тестовый класс.
