проблема в том, что ваше условие if не собирается отправлять заголовки в родителе в /. Если вы проверите заголовки ответов preflight, это будет

если вы только хотите разрешить определенные места в вашем config для ПДБС. как /api тогда вы должны создать шаблон conf с вашими заголовками

и затем использовать 

include conf.d/corsheaders.conf;

в своем OPTIONS и блок /api блок. Таким образом, CORS разрешены только для /api. Если вам все равно, какое место для CORS, вы можете использовать второй подход перемещения заголовков ядра в серверный блок
