попробуйте это, это сработало для меня, чтобы увидеть звезды намного меньше:

RatingBar ratingBar = new RatingBar(context, null, android.R.attr.ratingBarStyleSmall);

а также я смог создать много RatingBar динамически, не касаясь любого xml-файла, просто java кодирование.
