есть формат для месяца без ведущего нуля?
нашел %e
для получения дня без ведущего нуля, но не имея никакого успеха с месяцем.

разрешить начинаются с минус для форматирования ведущих нулей, например:
strftime "%-d/%-m/%y"
однако это будет зависеть от strftime

ISO 8601 week-based year and week number:
The first week of YYYY starts with a Monday and includes YYYY-01-04.

Week number:
The first week of YYYY that starts with a Sunday or Monday (according to %U

у меня была аналогичная проблема и исправлена путем преобразования strftime("%m")
в целое число.
например:
strftime("%m")+0 give the current month as integer 'without leading zero'
простой, хотя и не элегантно.
